About Nancy Boutot

Nancy Boutot is a Manager of Financial Empowerment at National Disability Institute (NDI). Nancy provides training on Social Security work incentives, benefits planning and work supports and other asset development strategies to empower individuals and communities to maximize financial capabilities. Prior to joining NDI, she spent eight years with the Agency for Persons with Disabilities in Florida and 14 years directing nonprofit community-based employment programs in Florida and New Jersey.  Nancy earned her bachelor’s degree from Northeastern University, a Master of Science from the University of Medicine and Dentistry of New Jersey and is also a certified Community Work Incentives Coordinator (CWIC) through Virginia Commonwealth University’s National Training Center. In her free time, Nancy enjoys traveling extensively through the United States and Europe.

Boutot is prepared to share her extensive knowledge with financial counselors. “People with disabilities are more likely to be unemployed and to live in poverty than any other single demographic group in the United States,” she says, “They are also more likely to have disability-related expenses such as increased medical expenses, the cost of durable medical equipment such as wheelchairs, home modifications and transportation. On top of that, public benefit programs for people with disabilities, such as Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI), are not aimed at increasing assets and independence for people with disabilities, and are very confusing to understand.”

With her expertise, Boutot assists people with disabilities in acquiring financial stability and even prosperity. “The presence of a disability and the need to maintain a public benefit should not require one to forfeit their economic stability and live in poverty,” she says, “Attendees will benefit from learning the complex public benefit systems people with disabilities often face, the need for many to retain certain benefits, and the action steps they can take when counseling individuals with disabilities receiving public benefits.”

Empowered Cities

Boutot and the National Disability Insitute are also proud to share the Empowered Cities initiative. Empowered Cities is an initiative that engages municipalities and community partners across the United States to design, test and deliver innovative solutions to expand financial empowerment and financial inclusion for people with disabilities. Empowered Cities is a partnership between Citi Community Development and National Disability Institute.

Through Empowered Cities, resources, tools and trainings are being developed to build the knowledge of key stakeholders and support implementation of financial empowerment initiatives for people with disabilities.

The first local program of Empowered Cities, EmpoweredNYC focuses on enabling New Yorkers with disabilities across the five boroughs to improve their financial stability. Using a three-tier approach, the NYC Mayor’s Office for People with Disabilities, the NYC Department of Consumer Affairs Office of Financial Empowerment and EmpoweredNYC partners advances financial capability through broad engagement and education, tailored one-on-one financial counseling enhanced with new expertise, outreach and tools, and specialized benefits support services.
